Bedrock edition

Click on the Play Button, then click on the Create New button at the top. Now click on the Create New World button. This will take you to a game setting screen, you can change lots of different things here, to make a flat world change the World Type from Infinite to Flat. Now you can change other settings if you want or simply press the Create button on the left to create the flat world!

Java edition

Click on the Singleplayer button, then click on Create New World. Now click on the More World Options button. On the right hand side, click the World Type: Custom button once, this will now say World Type: Superflat. Now you can click on Create New World.
