The verdict is not yet out on DSC Core, but from what we have seen in the DSC Future Direction Update (https://blogs.msdn.microsoft.com/powershell/2017/09/12/dsc-future-direction-update/), DSC Core will be a lot more adaptable and able to operate at a cloud level.

The main benefit of the as yet unreleased DSC Core is a portable LCM without any ties to WMI or WMF. It is thought that it will to rely on PowerShell Core and .NET Core.

DSC Core will introduce some partially breaking changes, such as a completely new set of cmdlets. Existing configuration scripts should be adaptable, which will likely depend on the resources used.
