In the OpenFlow network, the arrival of a packet that does not match any flow in the flow table leads to the generation of a new flow message toward the controller. Re-occurrence of these messages results in high CPU resource consumption.

FlowVisor manages this by setting a threshold for the new flow message arrival rate in each slice. In the event that certain packets exceed this threshold, a drop packet forwarding rule is inserted for a certain period of time.
