Template for the Gateway 1 Project Proposal

The writings in italics are for guidance only. Please delete them when you have completed your Mandate.

This form is an initial summary of the reason(s) for the proposed project. It is required that sufficient information should be provided to enable decisions to be made on whether the proposal can proceed to the next stage of the Business Case approval process. The form is to be completed principally by the Project Manager in consultation with the Project Sponsor. A guidance document is also available and may be accessed from this link.

  1. STRATEGIC FIT/RATIONALE

    Please explain the project in context by providing the reasons for wanting the project. Also include a brief statement of how the project fits into current client’s strategy.

  2. SCOPE AND OBJECTIVES

    List what the project aims to achieve in terms of objectives and outline the scope of the project as project deliverables. Include anything which is excluded from the project (out-of-scope).

  3. SUMMARY OF KEY BENEFITS

    List the benefits that will be realised by achieving the scope of work. Ensure that you emphasise the key benefits, for instance by highlighting the income streams that will be grown, cost/efficiency savings, services that will be refined, etc. Include also how the benefits will be measured/demonstrated.

  4. PROPOSED TIMESCALES

    Provide a high-level timescales for project execution and implementation. Include the estimated time for completing the project proposal, business case and key milestones. This is indicative only but should be based on what is currently believed to be achievable.

  5. STRUCTURE OF GOVERNANCE

    List the key stakeholders for the proposed project. Also indicate what consultation is needed or have already taken place.

  6. PROJECT DEPENDENCIES

    List any other project whose success depends on the successful delivery of the proposed project, or other externalities on which the proposed project depends on.

  7. PROJECT RISKS

    Outline the major risks which will need to be managed for the project.

  8. PROJECT COSTS

    Provide a high-level summary of the likely costs for the project to provide an idea of scale and affordability. Also include the cost type, e.g., fixed and variable. This is indicative only but should be based on what is currently believed to be achievable.

  9. RESOURCES REQUIRED

    List the key resources that are required to complete the project proposal stage of the business case approval. These include both financial and human resources and indicate whether internal or external capability will be utilised.
