Iterative Development Phase

The three-step iterative approach continues in the development phase of SAM2, which differs from SAM1 by separating development cycles from design cycles rather than interleaving them. While we prefer tightly coupling design and development and evolving prototypes into final products, many practical necessities are accommodated by separating them.
