If you need to organize different users, there is a way to create groups in Azure Active Directory, too. Navigate to Dashboard | DomainAzure | Groups - All groups | Group, as shown in the following screenshot:

The membership type of a group can be Assigned (to a specific user), or Dynamic. Dynamic means that it is based on user properties.
