SPARCS (Statewide
Planning and Research Cooperative System) data is patient-level health
care data collected by New York State for the purpose of providing
health care organizations with information that will enable them to
efficiently and cost effectively deliver services. This data reporting
system was established in 1979 and collects data on patient characteristics,
diagnoses, treatments, and services for inpatient, ambulatory surgery,
emergency department admission, and outpatient visits. The full data
set contains personally identifiable information and as such access
is carefully controlled. A subset of the inpatient discharge data
is made available to the public. We will use this de-identified data
for 2014 to examine the total cost associated with newborns. SPARCS
provides a web interface that allows subsets of the data to be downloaded
in a variety of formats. The file ADK_Newborns_2014.xlsx was downloaded
directly from SPARCS and contains the information on newborns born
in hospitals in the Adirondack region. A data dictionary was also
downloaded from SPARCS that gives the definition of each variable.
Total costs are the actual cost of the services provided; total charges
are the amounts charged to insurers.
