What are the challenges when it comes to requirements prioritization?

We have already determined that prioritization is really an assessment of the relative value of requirements. Each stakeholder may value a different aspect of the requirements set and have different motivations for supporting certain requirements to have a high priority for implementation. This can cause conflict among stakeholders. It is the role of the business analyst to notice these conflicts and to work with stakeholders to determine the appropriate priories for requirements, even if this includes making some trade-offs. It is important to help stakeholders avoid the temptation to indicate certain requirements at levels of priority that will affect other requirements' priorities.
