Generally, the requirements with the greatest business benefits or value associated with it will be implemented first. 

For example, if you needed to choose between a requirement that would increase sales or one that would decrease fraud, each group of stakeholders would have a different view on priority. Conflict resolution skills might beneficial here to assist in the stakeholders' agreement. The requirement with the greatest benefit would need to be identified and prioritized as such.
